Service ordering guide

The import of all importable items, whether the importer is from the governmental or non-governmental sector, will be subject to the registration of the order and obtaining a license from the Ministry of Commerce, subject to the prescribed conditions.

A business card is required to import goods. Production units without a business card can obtain a temporary card from the General Directorate of Export and Import Regulations for the import of machinery, equipment and components required.

How to complete order registration papers

All application questions must be typed accurately and legibly, and applications that are incomplete, misspelled, or incorrectly filled will be rejected. To set the back and on the order registration form, pay attention to the following points:

1) applicant information: To be completed according to the contents of the business card, the membership card number of the Ministry of Commerce should be inserted in the place of the registration number.

2) Seller details: Insert according to the contents of Proforma.

3) Contract terms: According to the type and conditions desired by the buyer and seller listed in the proforma.

4) Shipping specifications: FOB purchases do not need to complete this section. But in other purchases, this part should be completed. Also, in the case of registering a separate shipping order, this section should be completed while presenting the freight forwarding proforma.

5) Product specifications: According to the contents of Proforma, the tariff of goods and the book of laws and regulations of export and import should be completed. If it is necessary to obtain a license from other organizations, as the case may be, the relevant license should be provided along with the order registration papers.

۶) Currency allocation: To be completed only by the relevant ministry / organization if it has a foreign exchange quota. Finally, the order registration papers should be stamped and signed by the applicant at the relevant place.

Types of methods of importing goods through order registration:

1- Import from the approved foreign exchange quotas to open a letter of credit in the bank after the allocation of foreign currency by the foreign exchange allocating organization in the relevant part of the import bonds with free currency to open a letter of credit in the bank

2- Import versus export in the name of the exporter (non-transferable) from the origin of all countries

3- Import versus export to Central Asian and African countries in the name of the exporter or in another name by official transfer through notaries from the origin of the same countries (the right of transfer to another is for one time)

4- Import without transfer of foreign currency from the place of foreign investment after the approval of the Investment Organization, Ministry of Economic Affairs and Finance.

5- Import without currency transfer of machinery, production equipment, spare parts and raw materials and intermediates of industrial and mining units with exploitation licenses and tools from Article 6 of the Law on Facilitation of Industrial Renovation of the Country.

6- Imports without currency transfer from the list of declared jazz items (paragraph 9 of Article 38)

7- Import without transferring currency from the place of approvals of the four-member commission located in the order registration office

Description: In order to import and clear the registered goods ordered from paragraphs 3 to 7 of this section, opening a letter of credit through the bank is not required, and for paragraphs 3 and 4, it is necessary to submit an export declaration equal to the value of the goods to customs.

Documents required to register the order of goods:

1- Valid business card (Ministry of Commerce membership card)

2- Registration (5-page order registration papers typed and signed by the applicant without scratching and varnishing. In addition, for import against export and without currency transfer, completing the order registration papers in three sheets is enough)

3- Obtaining the necessary legal permits based on the following contents of the notes of the relevant tariff chapter in the book of export and import regulations and other approved approvals and instructions (such as permits of the Ministry of Health, Agricultural Jihad, Atomic Energy, etc.)

4- Original Proforma + Copy. It is necessary to include the following conditions in Proforma:

  • Full name and address of the buyer (telephone and fax number)
  • Full name and address of the seller (telephone and fax numbers)
  • Full product specifications
  • Unit price of goods - FOB price (FOB) - amount of freight
  • Quantity, weight, number and type of product packaging
  • Name of the beneficiary country (seller) and name of the country producing the goods
  • Name of country of origin, place of loading, means of transport and deadline
  • Name of the currency traded and how to pay for the goods
  • Name of border of entry and customs of destination
  • Number and date of issuance of the proforma and its signature along with the expiration date
  • Insert the standard number in accordance with one of the standards accepted by the Iranian Standard Institute and announce the conformity of the goods with the announced import standards

5- Catalog for machines and some consumer goods or brochures and analysis for some chemical goods whose product specifications are not clear in Proforma.

6- Seller announces sending serial number of some home appliances along with shipping documents.

7- Observance of paragraphs 2 and 3 of Article 42 regarding the items that are used and insert the word used in proforma

Order registration amendment:

  • In cases where documentary credit has been opened:

1- Submitting 5 sheets of new typed and signed order registration amendment papers plus bank letter

2- Attach a copy of the order registration and previous proformas that have been equalized by the bank. If the amendment is from the allocated currency, it is necessary to obtain the license of the relevant organization according to the case.

  • In cases where the bonds have not been submitted to the operating bank and have not been opened, the necessary guidance will be provided in accordance with the instructions and according to the amendment by the acceptance of the Ministry of Commerce.

To extend the registration of orders:

1- Completion of the application form for renewal of order registration 2- Submission of the original along with a copy of the order registration papers and initial proforma for cancellation of order registration: 1- Submission of the applicant's request for cancellation of order registration

2- Submitting the original order registration forms and proforma and the relevant appendices for registering the order of temporary importation of goods Article 12 of the Constitution and Article 24 of the by-laws of that law Signature

3- Business membership card

4- Authorization of the Ministry of Health for food, beverage, health and cosmetics
